PhD programs in Education?

I live in Philadelphia. I don't want to leave, at least not yet. I am a teacher with a Masters and want to get into Education research with an emphasis on public policy and historical forces that have created the large unsuccessful urban schools that we know today. I went to Berkeley as an undergraduate and went to Holy Names College, you probably never heard of it, for my credential and Masters. People always screw their eyes up when they read my resume and wonder why I didn't go to a better University for my masters. I tell them their program fit my schedule best. I am really torn between preparing to apply to schools like Penn or Princeton because of their prestige factor or applying to Temple, which is not bad just not as prestigious

Lol

Now you are just being silly. bc does not come *close* to matching berkeley as an overall university. berkeley's grad programs are superior in just about every every discipline.
i do not know the methodology that princeton review uses for selectivity; however, us news also ranks for selectivity:
williams (2t)
amherst (4)
wellesley (22)
pomona (2t)
harvey mudd (5)
claremont mckenna (6)
methodology is at:
from this, i do not see how you can make the case that the MA schools are more selective; further, the students at the CA LAC's are better qualified academically.

Moreover, increases in federal financial aid and state scholarships have been unable to keep up with the incessant annual increases in tuition at traditional four-year colleges. For example, Congress has raised the Pell Grant limits from $4,731 to $5,350 a year by scrubbing the federal loan programs of bank subsidies thought to be excessive. But $5,350 pays for only about four to six weeks at a high-priced private college.
A few prominent universities, including Harvard and Princeton, have made commitments to reduce or eliminate loans for those students from families earning less than $75,000 or even $100,000 a year
